Helena Lopes Xavier is a lawyer admitted to the Portuguese and Brazilian Bar Associations, a former Officer of the Brazilian IT and Communications Law Association (ABDTIC, former ABDI), a member of the Portuguese Association for Communication Development – APDC, an Honorary member of the Brazilian Institute for Tax Law – IBPT and a former member of the Editorial Board of the Communications Law Review, Editora Revista dos Tribunais [a Thomson Reuters legal publication].
Helena Lopes Xavier has been in charge of the Chairs of Administrative Law and Administrative Procedural Law at theFaculty of law of the University of Lisbon and Lusíada University and also lectured on the International Telecommunications Contracts at the Institute of Legal Research (UniverCidade/IPEJUR).
She was also a member of the Governmental Commission for the elaboration of the new Portuguese Administrative Code from 1981-1983.
