Fang Liu

Fang (Helen) Liu, Senior Equity Partner, Director of International Practice Department, and Chairman of International Practice Committee of the Firm. Ms. Liu is licensed to practice law in China PRC, California, New York, Michigan, and Washington D.C. of the United States.
Ms. Liu is specialized in Corporate Law, Cross-border M&A, VC & Private Equity, IP Licensing, and Foreign-related Commercial Litigation and Arbitration. She is the legal counsel for many traditional and high-tech enterprises and provides foreign-related legal services for numerous domestic or foreign clients.
Ms. Liu received her LL.B. degree from Peking University Law School in 1999; her J.D., magna cum laude (top 1%, 2 out of 438, with 19 book awards), from Western Michigan University Cooley Law School in 2013; and her LL.M. from the University of California, Berkeley School of Law in 2014, with Certificate of Specialization in Business Law. Ms. Liu has been awarded the President’s Achievement Award from Cooley Law School, the Advanced Degree Program Scholarship from UC Berkeley Law School, and the ACCA (Associate of Corporate Counsel America) Scholarship Foundation Award, etc.
While Ms. Liu practiced law in China before 2009, she was the General Counsel of Stellar MegaMedia Group and a Corporate Attorney at Tiantai Law Firm. While she was in the United States between 2009 and 2017, she interned with Honorable Justice Stephen Markman at the Michigan Supreme Court, with Honorable Judge Christopher Yates at the 17 Circuit Business Court in Michigan, and worked at Dickinson Wright PLLC, where she was the only attorney who was qualified to practice law both in China and the United States.
Ms. Liu returned to China in 2018. With her outstanding performance, she was honored the “2020 Asialaw Leading Lawyer in the field of Corporate and M&A”, the “2021 Deal Maker Award” by Finance Monthly, and the “Lawyer of the Year 2021” in the field of Corporate Law by Lawyer Monthly, “Talent of Beijing International Legal Professionals”, among many others.
Ms. Liu is also a Senior Research Fellow of UC Berkeley Center for Law & Technology (BCLT); co-authored the famous book Intellectual Property Strategy For Business with Prof. Robert Merges at UC Berkeley Law School, one the most famous IP scholars in the world; translated the classic book Managing Information Assets in the Age of Cyberespionage authorized by Mr. James Pooley, one of the most famous trade-secret experts in the world; Ms. Liu published numerous articles and gave lectures at several famous universities and educational platforms.
