Anat is an expert on competition law, as well as energy & infrastructure.
Anat is one of Israel’s leading legal figures in the energy and infrastructure fields. Prior to founding Klein & Co., Anat served as Head of the Energy & Infrastructure department at Gross and Co. Law firm (formerly GKH), one of Israel’s largest law firms, and prior to that Anat served as Chief Legal Counsel of Paz Ashdod Refinery, one of only two oil refineries in Israel. Anat also has invaluable governmental experience having served as Head of Division in the Israeli Competition Authority’s Legal Department where she headed, inter alia, the Energy and Infrastructure Sectors.
Anat advises clients on the wide range of legal issues in the various areas of energy and infrastructure, such as BOT, PPP, PFI agreements, tenders, natural gas sale and purchase agreements (GSPA, CNG, LNG), marketing and distribution of natural gas and electricity, agreements for construction and operation of power plants both in conventional energy and in renewable energies, agreements for the sale and purchase of electricity and thermal energy (such as PPA agreements), desalination facilities, roads, trains and more.
The firm’s client base consists of large players, local and international, in the various fields of energy and infrastructure, from the private sector, the public sector and the government sector. Anat has extensive experience in various and diverse issues in the energy and infrastructure markets, involving the establishment of projects and energy consumption, including handling regulatory matters with the various regulatory authorities, accompanying tender procedures, negotiations, preparing agreements and contracts, and complex interaction with infrastructure services, end customers and suppliers.
Anat was selected as a leading attorney in the fields of infrastructure and energy in the Chambers & Partners rankings starting from 2017; as a leading attorney in her field in the Legal500 rankings for 2020 and 2021; As a prominent attorney in her field in the BDI Code ranking, and the Energy and Infrastructure Department headed by Anat in the GKH firm has been selected as an elite group in the BDI Code ranking since 2018 and in the Dun’s100 outstanding ranking since 2017.
