Hungary and Latvia are often overlooked in favour of higher-profile programmes like Portugal or Greece, but both offer genuinely competitive EU residency options, with lower entry costs and, in Hungary’s case, one of the fastest processing timelines in Europe. For investors prioritising speed and value over lifestyle branding, these two programmes deserve a closer look.
Knightsbridge Group advises clients across a full range of European residency options, including the less headline-grabbing programmes that often deliver stronger value for the right applicant. As a fully licensed legal and immigration advisory firm with offices in Dubai, London, and Istanbul, we regularly steer clients toward Hungary or Latvia once we understand their actual priorities: cost efficiency and speed over brand recognition. Here’s how they compare.
Hungary relaunched its residency by investment offering in 2024 as the Guest Investor Programme, following the earlier closure of its original residency bond scheme. The current programme offers residency through a real estate fund investment starting from €250,000, or a direct real estate investment starting from €500,000, alongside a donation option to a Hungarian higher education institution.
Processing times are notably fast, with residency permits often issued within 4 months of a complete application, among the quickest in the EU. Hungary does not impose a minimum stay requirement to maintain residency status, and the residency permit is renewable, with a pathway toward permanent residency and eventual citizenship after a longer-term qualifying period, though citizenship requires demonstrated integration including a Hungarian language requirement.
Latvia offers residency through several investment routes, including real estate investment starting from €250,000 (with an additional one-time government fee), a subordinated loan to a Latvian bank, or investment in a Latvian company’s share capital starting from €50,000, provided the company meets employment and tax contribution thresholds.
Latvia’s residency permit requires renewal every 5 years and does not impose a strict minimum stay requirement in the way some Western European programmes do, though maintaining genuine ties to Latvia strengthens renewal applications. Permanent residency becomes available after 5 years of holding a temporary residence permit, with citizenship requiring a longer additional period along with a Latvian language and civics test.
| Programme | Minimum Investment | Typical Processing Time | Minimum Stay |
| Hungary Guest Investor Programme | From €250,000 (fund) | ~4 months | None |
| Latvia Residency by Investment | From €50,000 (company) or €250,000 (real estate) | 2–4 months | None (renewal-dependent) |
Both Hungary and Latvia offer Schengen Area access as an immediate benefit of holding residency, the same practical travel freedom offered by higher-cost programmes like Portugal or Greece, at a meaningfully lower entry price point. For investors whose primary goal is Schengen access and an EU base rather than an eventual EU passport specifically, these programmes can represent significantly better value.
The trade-off is generally around long-term citizenship pathways and lifestyle appeal. Neither Hungary nor Latvia offers the same fast citizenship timeline as Portugal, and both require a genuine language and integration commitment for naturalisation, which suits investors planning an actual long-term life in the country more than those seeking a purely transactional path to an EU passport.
Hungary and Latvia can offer excellent value for the right investor, but choosing between them, and structuring the investment correctly, depends on your budget, timeline, and long-term plans in the EU. Knightsbridge Group’s team will walk you through both programmes’ current requirements and manage your application from investment structuring through to permit issuance. Contact our advisors to discuss whether Hungary or Latvia fits your goals.
