BIR, MAP Explore Reforms to Advance More Efficient, Taxpayer-Centric Tax Administration

Bureau of Internal Revenue (BIR) Commissioner Charlito Martin R. Mendoza met with key officials of the Management Association of the Philippines (MAP), led by its President, Dr. Donald L. Lim, to discuss areas for collaboration aimed at improving tax administration and advancing a more efficient, responsive, and taxpayer-centric tax system.
 
During the meeting, MAP raised key areas of concern and potential collaboration, including streamlining tax rulings and related processes, reforming tax audit procedures, and reviewing and updating outdated internal revenue rules and regulations.
 
The discussions also covered the BIR’s digitalization and digital transformation agenda, including initiatives such as e-Invoicing and the Electronic Sales Reporting System. MAP likewise commended the Bureau’s implementation of the one-time abatement and raised other taxation-related concerns for consideration and further discussion.
 
Commissioner Mendoza welcomed MAP’s recommendations and expressed his openness to continued engagement with the organization and other stakeholders as the BIR works to improve tax administration, strengthen taxpayer services, and advance its digital transformation agenda.
 
Dr. Lim was joined by Ms. Marianne B. Hontiveros, MAP Vice President; Atty. Carolina Francisca Racelis, Chair of the MAP Tax Committee; Atty. Maria Myla Maralit and Atty. Euney Marie Mata-Perez, Co-Vice Chairs of the MAP Tax Committee; Atty. Emmanuel Alcantara and Atty. Jules Riego, members of the MAP Tax Committee.
 
Also present from the BIR were Deputy Commissioner Larry M. Barcelo of the Legal Group; Assistant Commissioners Mariza Uy and Rosario Padilla of the Assessment and Collection Services; Assistant Commissioner Atty. Faith Farochilen of the Legal Service; Atty. Juanito Balbastre, HREA, Legal Service; Atty. Robbie Bañaga, Division Chief of the International Tax Affairs Division; Atty. Brianna Kay Delos Santos, OIC-Division Chief, Law and Legislative Division; and Atty. Cyril Ann Iriberri-Menguito, Technical Assistant, Office of the Commissioner.
