In August 2025, the Politburo of Vietnam adopted Resolution 70-NQ/TW on ensuring national energy security through 2030 with a vision to 2045.

This is more than just a policy document. It is a strategic roadmap that reshapes Vietnam’s energy landscape, setting ambitious targets, creating new investment opportunities, and redefining the role of businesses in driving a secure and sustainable energy future.

Energy security is no longer treated as a supportive policy area—it is positioned as a pillar of economic stability, social development, and national defense. The shift is clear: from broad encouragement in previous resolutions to mandatory targets and actionable mechanisms in Resolution 70.

  • 25–30% renewables in primary energy supply (up from 15–20% in Resolution 55).
  • 183–236 GW of power capacity, with offshore wind and LNG as major contributors.
  • 15–35% emissions reduction vs. business-as-usual.
  • 8–10% mandatory energy savings across sectors.

These ambitious benchmarks mean that the coming decade will be transformative—for both Vietnam’s energy system and those who invest in it.

Strategic Opportunities for Investors

  • Offshore wind: A legal and pricing framework is being developed, with mechanisms such as CfD, DPPA, and competitive bidding. This could unlock one of Asia’s largest untapped wind markets.
  • LNG infrastructure: Storage terminals, ports, and LNG-to-power plants are prioritized, with PPP, BOT, ODA, and green finance actively encouraged.
  • Energy storage: Batteries and pumped hydro will become essential for integrating renewables, opening space for private capital.
  • Carbon market: Vietnam is moving toward carbon taxes and credit trading, creating demand for low-carbon technologies and services.

Regulatory & Policy Shifts

  • From incentives to enforcement: energy efficiency and emissions reduction are now binding requirements.
  • Market transparency: Direct Power Purchase Agreements (DPPA), competitive retail markets, and clear transmission tariffs will reshape the electricity sector.
  • Faster approvals: Administrative procedures for energy projects to be cut by 30–50%, addressing one of the biggest investor pain points.

Building Capacity for the Future

Resolution 70 also emphasizes human capital and technology. Vietnam plans to train 25,000–35,000 professionals in energy, focusing on renewables, offshore wind, and nuclear. Companies that invest early in workforce development and technology transfer will gain a decisive advantage.

By 2045, Vietnam envisions a sustainable, smart, and internationally connected energy sector, positioning itself as a regional leader in clean energy within ASEAN.
