The UK Immigration Salary List (ISL), effective from 4 April 2024, replaces the previous Shortage Occupation List (SOL) as part of reforms to the Skilled Worker route under the UK’s Immigration Rules. This transition signifies a strategic shift in managing skilled worker immigration, focusing on roles that align with the UK’s economic priorities rather than solely addressing immediate labour shortages.
Purpose and Structure of the ISL
The ISL identifies specific occupations eligible for a 20% reduction in the general salary threshold required for visa sponsorship. This discount, however, cannot lower the salary below the occupation-specific minimums, ensuring that wage standards are maintained. This approach contrasts with the former SOL, where employers could hire at 80% of the market rate for shortage occupations. The ISL aims to prevent wage undercutting and protect both domestic and migrant workers.
Occupations Included in the ISL
As of its implementation, the ISL encompasses 23 occupations across various sectors, including agriculture, construction, healthcare, and the creative industries. This selection reflects the government’s focus on roles that are pivotal to the UK’s growth and innovation. The list is subject to ongoing evaluation, with the Migration Advisory Committee (MAC) conducting periodic reviews to adapt to changing economic needs.
