The Global Residence Programme (GRP) offers an attractive opportunity for non-EU, non-EEA, and non-Swiss nationals seeking Maltese residency through a special tax status. Designed to encourage investment and long-term settlement, the GRP allows individuals and their families to reside in Malta while benefiting from a favourable tax rate on foreign income.

To qualify for the GRP, applicants must meet the following criteria:
· Be a non-EU, non-EEA, and non-Swiss national (Maltese citizens are also excluded).
· Not be a long-term resident in Malta.
· Not benefit from any other Maltese tax incentive schemes.
· Have stable and regular financial resources to support themselves and their dependants.
· Hold a valid travel document and health insurance covering risks across the EU.
· Have proficiency in English or Maltese.
· Be deemed a fit and proper person, supported by police conduct certificates and sworn declarations.
Applicants must hold a qualifying property as their principal residence in Malta or Gozo, either through purchase or long-term lease.
Purchase:
· €275,000 – property in Malta (excluding the South)
· €220,000 – property in Gozo or the South of Malta
Lease (minimum 12 months):
· €9,600/year – property in Malta (excluding the South)
· €8,750/year – property in Gozo or the South of Malta
· A flat tax rate of 15% applies to foreign income remitted to Malta, with a minimum tax liability of €15,000 per annum.
· Any other Maltese-source income is taxed at the standard rate of 35%.
· Beneficiaries can claim relief from double taxation, provided the minimum tax is paid.
· The tax status includes the applicant’s spouse and minor dependants, as well as adult dependants unable to maintain themselves due to illness or disability.
A non-refundable administrative fee is payable upon application:
· €6,000 – for properties in Malta (excluding the South)
· €5,500 – for properties located in the South of Malta
– Applicants may reside with household staff, provided they have served the applicant for a minimum of two years and are properly registered.
– GRP beneficiaries are not permitted to work in Malta but may run businesses or invest. To be able to work, they must obtain the necessary work permits.
