The Securities and Exchange Commission (SEC) Philippines and the Securities and Exchange Regulator of Cambodia (SERC) have formally entered into an agreement to collaborate in developing their capital markets.
In a ceremony held in Kuala Lumpur, Malaysia on November 4, both regulators signed a memorandum of understanding (MoU) promoting mutual assistance, information exchange, and stronger cooperation in areas of shared regulatory interest.
SEC Chairperson Francis Lim outlined the scope of the partnership during the signing ceremony, stating that the SEC and SERC will work together on regulatory supervision and enforcement, capacity-building and training, and technical collaboration in sustainable finance, fintech, and market digitalization. The agreement also includes programs designed to strengthen institutional capacity and enhance training for finance professionals in both countries.
“We aim to enhance investor protection, uphold market integrity, and promote innovation and responsible growth. This partnership also reflects our broader ASEAN vision—to build fair, efficient, and resilient capital markets that inspire investor confidence and contribute to sustainable development across the region,” Lim said.
SERC Director General Sou Socheat emphasized that the MoU marks another milestone for both regulators in an era of globalization and digitalization. “This partnership is a testament to our belief that by working together, we can achieve far more than we can alone. We can create a more secure environment for investors, build greater confidence in our respective markets, and contribute to the financial integration and prosperity of the entire ASEAN region,” he said.
The agreement comes as the Philippines prepares to assume the chairmanship of the ASEAN Capital Markets Forum (ACMF) in 2026 under the theme “Navigating Our Future, Together.” This leadership role emphasizes integrity, supervision, enforcement, corporate governance, and the responsible adoption of artificial intelligence to enhance trust in regional capital markets.
Both SERC and SEC have been active participants in ASEAN-wide initiatives promoting sustainable finance, with SERC previously serving as Chair of the ACMF in 2022, during which it endorsed the ASEAN Sustainability-linked Bond Standard and the ASEAN Sustainable and Responsible Fund Standards.
