ROMANIA: Procedure for Short-time Work and Financial Support for Telework in Force

We have already written about the new facilities granted by the Romanian state for short-time work (Kurzarbeit) here and telework support here.

The procedures have finally been adopted and can be put into effect, while the payments shall be made within a short period of 10 days.

1. Support for short time work (Order 1393/2020):

Starting with 19.09.2020, the employer files a simple request asking for the reimbursement of the short-time work indemnity paid in the previous month. The request has to be accompanied by a list of documents regarding the corresponding employees.

Pre-requisite is also the proof of payment of the income tax / social contributions for the month of the request. The financial support from the state will be paid within 10 days.

2. Support for telework (Order 1376/2020):

Such support is granted on a first-come-first-served basis in order to buy new goods and technological services such as: laptops/notebooks, tablets, smartphones, equipment for internet connections, software licenses etc. but only if such goods prove to be necessary for performing telework, in accordance with Law 81/2018.

The application is to be uploaded on www.aici.gov.ro together with a declaration and a list of the employees who carry out telework. After receiving the financial support, the employers must send, within 30 days maximum, scans of the invoices and other proof as regards to the goods and services required. Otherwise, the entire sum is to be reimbursed.
