Imran sits on the 20th MUIS Council (i.e., the overall decision-making body responsible for the formulation of policies and governance of the Muslim community in Singapore), and he is the Vice Chairman of both the Sembawang Central Citizens’ Consultative Committee and the Sembawang Central PAP Branch, assisting the Minister for Health and the Coordinating Minister for Social Policies, Minister Ong Ye Kung.

Imran is also the Chairman of PEGUAM (a society of Malay/ Muslim legal professionals in Singapore), a district councillor with the North West Community Development Council, the Assistant Lead of the Mendaki Legal Professional Network, and a committee member of the Home Detention Advisory Committee 3 under the auspices of the Ministry of Home Affairs.

Imran acts for the joint official liquidators (“JOLs“) in the contentious liquidation of MTBL Global Fund (In Official Liquidation) (“MTBL GF“) that was ordered by the Grand Court of the Cayman Islands, and which liquidation was recognised by the Singapore Courts.

The liquidation involves 9 creditors across several jurisdictions claiming debts totalling US$ 54.7 million. The team assisted the JOLs on the following matters: (a) preserve and then monetise, through a conditional voluntary general offer, MTBL GF’s primary asset, which is the shares that it holds in a company listed on the mainboard of the Singapore Exchange; (b) obtain documents and information from entities linked to MTBL GF through proceedings commenced pursuant to section 244 of the IRDA; (c) recover MTBL GF’s assets; and (d) all other matters arising from the liquidation of MTBL GF.

The liquidation is also unique as it is the first, and only, instance where a Liquidation Committee had been constituted under the laws of the Cayman Islands and a Committee of Inspection was ordered to be set up by the Singapore Court.

Imran oversaw the restructuring of Hytech through a proposed scheme of arrangement which resulted in Hytech obtaining a write-off of more than 85% of the debt it owed. The scheme involved 165 creditors claiming debts totalling S$ 23.2 million.

Imran also negotiated a rescue financing package in the sum of S$ 4.8 million from an investor, Golden Oasis Capital Pte Ltd, and successfully obtained an order granting ‘super priority’ status to the rescue financing that has been provided (i.e., pursuant to section 67(1) of the IRDA).

Imran acts for the liquidators in the winding up of KAMS Singapore Pte Ltd (In Compulsory Liquidation). Creditors from 9 jurisdictions claim debts totalling US$ 45,645,561.86.

Imran successfully carried out the examination of KAMS’s former directors under section 244 of IRDA and the team is currently assisting the liquidators to recover KAMS’s assets through the commencement of legal proceedings against parties in Singapore that had been unfairly preferred, and which had fraudulently traded with the former director of KAMS. The team is also coordinating the commencement of both civil and criminal proceedings in India to recover assets belonging to KAMS.
