About Kelley P. Doran

For more than 20 years, Kelley Doran has focused on helping domestic and foreign companies sell to the U.S. Government.  In particular, he helps foreign companies understand and comply with unique U.S. Government compliance requirements that apply to them when selling to the U.S. Government, including civilian and Department of Defense agencies. Kelley has worked with companies in such industries as biodefense, life sciences, information technology, cybersecurity, homeland security, defense, aerospace, and environmental remediation.  He also regularly represents contractors in litigation involving government contracts, including bid protests, and provides due diligence services for companies in the acquisition and sale of government contracts and businesses.
Kelley was recently honored by being selected as the recipient of the 2016 Client Choice awards (USA and Canada) in the category “Projects & Procurement in the District of Columbia.”

New lawyers bolster Government Contracts team at Womble Bond Dickinson# # 08 Feb 2018
Womble Bond Dickinson has strengthened its existing government contracts capabilities with the addition of three experienced Government Contracts lawyers in the US: Gary Campbell, Kelley Doran and Matt Koehl.  Each lawyer brings more than twenty years of Government Contracts law firm and in-house experience to Womble Bond Dickinson’s Government Contracts team.
All of the new hires advise government contractors in securing and performing contracts with federal government agencies. The trio has a particular focus on the government contractor life sciences industry, Federal Supply Schedule (FSS) contracting matters and Department of Defense and intelligence community contractor issues of all types. They regularly work with clients on their most sensitive, classified contracts and contracting issues.# #
Campbell, Doran and Koehl’s practice includes guiding clients in proposal responses and contract negotiations. They frequently appear on behalf of clients in bid protest proceedings challenging the award of government contracts. They regularly work on government contractor mergers and acquisitions, including due diligence and negotiations, as well as the post-close integration process. They also help contractors respond to government audits, investigations, civil False Claims Act proceedings, and to establish compliance programs. In addition, they help clients to resolve post-award contract disputes with federal agencies, informally and through formal contract dispute proceedings. Campbell, Doran and Koehl also provide counseling on a broad range of state and local government contracts matters, with a special focus on certain large states, including California.# # “Adding these three lawyers with extensive government contracting experience will significantly broaden our client service offerings,” said Mark Poovey, leader of Womble Bond Dickinson’s U.S. Antitrust, Regulatory and Government Affairs Practice Group.  “Our clients will benefit from Gary, Kelley and Matt’s proven guidance in matters that include a government contracting component.”
Doran will be co-resident in the firm’s Washington, D.C. and Tysons, Va. offices, Koehl in the firm’s Washington, D.C. and Silicon Valley offices, and Campbell in Womble Bond Dickinson’s Boston and D.C. offices. All three are joining the firm as partners and have previously practiced together over many years, most recently at Pepper Hamilton LLP.

The addition of Campbell, Doran and Koehl is the latest in a string of high-profile hires for Womble Bond Dickinson. In October, the firm expanded into Boston, adding an experienced life sciences IP team to anchor the new office. Earlier this year, Womble Bond Dickinson brought in D.C. area communications and technology firm Bennet & Bennet, PLLC.
The firm’s largest addition came in January, when renowned California IP firm Blakely Sokoloff Taylor Zafman, LLP joined Womble Bond Dickinson. This move added more than 20 lawyers and patent agents, along with offices in Los Angeles, Orange County and Sunnyvale.
