The workforce in Kuwait, comprising both national and expatriate components, represents a fundamental pillar of the Kuwaiti economy. While national labor plays a crucial role in achieving Kuwait’s future vision, expatriate workers remain a vital component in supporting development projects.
Within the framework of “Kuwait 2035” vision, the government seeks to enhance the role of national labor and develop their skills to meet changing labor market needs, while reducing dependence on expatriate workers in certain sectors through improved education and training programs to prepare national cadres according to market needs, thus increasing their opportunities in the private sector.
The government is also working on updating labor laws to provide a favorable work environment for national labor and achieve a fair balance between workers’ and employers’ rights, in addition to providing financial incentives and administrative facilities to encourage the private sector to employ national workers.
As for expatriate labor, it remains fundamental to the Kuwaiti economy, contributing significantly to various sectors, from construction to services, trade, and industry.
The presence of expatriate workers in Kuwait historically dates back to the 1950s when the country began developing its infrastructure and economy after oil discovery, reaching its peak in the 1970s and 1980s when Kuwait was one of the region’s largest recruiters of expatriate labor.
In the early 20th century, Kuwait primarily relied on pearl diving and trade. With the discovery of oil in 1938, the country began transitioning toward an oil-based economy, increasing the need for labor.
Statistics indicate that expatriate workers now constitute over 84% of Kuwait’s workforce according to the latest labor market data, with the majority concentrated in the private sector across various economic activities including construction, industry, healthcare, and education, helping balance supply and demand in the labor market and contributing to sustainable development.
The government, as part of its development plans extending to 2035 and in line with future economic transitions, seeks to improve expatriate workers’ conditions through continuous legislative updates ensuring their rights protection and providing a safe work environment.
Law No. 6 of 2010 regarding private sector employment is fundamental in regulating labor conditions in Kuwait, defining rights and obligations of both workers and employers, including clear provisions regarding wages, working hours, leave, rest periods, and end-of-service rights.
Employers are legally obligated to provide a safe and healthy work environment, comply with occupational safety laws, provide necessary healthcare through health insurance, and pay end-of-service benefits according to law.
The law protects workers from arbitrary dismissal, stating that “workers cannot be terminated except for legitimate reasons specified by law, following legal procedures,” and grants workers the right to file complaints against employers for rights violations, with authorities required to fairly consider such complaints.
Additionally, the Kuwaiti government recently issued a new foreign residency law regulating residence and work conditions, including penalties for work visa violations, legislation that aligns with economic aspirations for the new development era.
Through these balanced policies and programs aimed at developing national skills and regulating expatriate labor conditions, Kuwait can progress toward building a sustainable labor market that meets its development aspirations and supports its economic stability.
