In the Outline Development Plan (“Outline Plan”) for the GBA (released in February 2019), which seeks to increase cooperation among the cities and the SARs to maximize the region’s strengths and enhance its international competitiveness, Hong Kong was given a specific role: enhancing its status as an international financial center and establishing itself as a center for international legal and dispute resolution services.In this article, we present an overview of the key features of Hong Kong’s legal system that make it a lynchpin of the Outline Plan, the enhancements made through legal frameworks introduced by the Mainland and Hong Kong governments that have increased its international competitiveness, and some anticipated future developments.
