As cross-border operations intensify, German tax law is evolving – and one key development may catch many businesses off-guard: the Transaction Matrix (Transaktionsmatrix) introduced as part of the revised German documentation requirements for transfer pricing.
 
Main content of this rule:

Starting on 1 January 2025, companies with cross-border relationships must implement the Transaction Matrix as part of their transfer pricing documentation. This structured table offers German tax authorities a concise overview of international transactions with related parties — encompassing transaction type, volume, remuneration, method, and tax jurisdictions involved.
 
What does this mean in practice?

–       Businesses must be ready to submit the Matrix within 30 days of an audit notification, including prior years if involved.
–       Failure to do so may trigger a statutory surcharge of €5,000.
–       The obligation applies even if full local-file documentation is not initially required — the Matrix itself becomes a mandatory element.
–       Many international groups underestimate the workload: the Matrix can prompt a full local-file, requiring extensive data collection.

✅ German tax authorities will use the Matrix to identify audit targets — providing a snapshot rather than waiting for a full documentation request.
✅ Transactions that seemed low-risk (e.g., inter-group service or manufacturing) can become audit-triggers via the Matrix.
