E‑Invoicing in the United Arab Emirates: Regulatory Framework, Timeline & Compliance Guide

The UAE is implementing a national e-invoicing system led by the Ministry of Finance (MoF) and the Federal Tax Authority (FTA). This marks a transition from traditional invoice formats—such as PDFs and emails—to structured, machine-readable data that can be exchanged and reported digitally.

In practical terms, invoices will become standardized data sets rather than static documents.

Scope of Application

The system is intended to apply broadly to businesses operating in the UAE, not limited to VAT-registered entities.

  • Business-to-business (B2B) transactions are generally in scope
  • Government-related transactions (B2G) are included
  • Business-to-consumer (B2C) transactions are currently excluded

Certain categories of transactions are excluded, but the overall approach reflects a wide scope.

Implementation Timeline

The rollout will take place in phases:

  • From July 2026: pilot phase and voluntary adoption
  • By January 2027: mandatory implementation for businesses with revenue ≥ AED 50 million
  • By July 2027: mandatory implementation for businesses with revenue < AED 50 million
  • By October 2027: implementation for government entities

Administrative penalties apply only once the relevant deadlines take effect.

Operational Model

The UAE has adopted a decentralized exchange model based on Accredited Service Providers (ASPs).

The process involves:

1. Invoice issuance by the supplier

2. Transmission via the supplier’s ASP

3. Receipt through the buyer’s ASP

4. Parallel reporting of invoice data to the FTA

The framework aligns with OpenPeppol standards, enabling interoperability.

Compliance Requirements

Businesses within scope will need to:

  • Appoint an Accredited Service Provider (ASP)
  • Ensure systems can generate and process structured invoice data
  • Comply with technical specifications set by the MoF and FTA
  • Maintain accurate use of identifiers such as TIN and TRN
  • Store invoice data within the UAE

This represents a combination of tax compliance and system implementation requirements.

Data Requirements for Electronic Invoices

Electronic invoices must include structured data elements, including:

  • Core invoice information (number, date, currency)
  • Supplier and buyer identification details
  • VAT-related data and totals
  • Line-level transaction details

These requirements apply irrespective of VAT registration status.

Penalties and Enforcement

Non-compliance may result in administrative penalties, including:

  • AED 5,000 per month for failure to implement the system or appoint an ASP
  • AED 100 per document for delayed issuance or transmission (subject to a monthly cap)
  • AED 1,000 per day for failure to report system issues or changes
