Companies of Foreign Interests in Cyprus: 2026 Guide for Foreign Businesses

By Rafaella Dionysiou
– posted 2 weeks ago

Cyprus provides a dedicated framework for qualifying businesses with foreign ownership that wish to establish or expand their operations in the Republic and employ skilled professionals from outside the European Union.

Registration as a Company with Foreign Interests can be particularly valuable for international businesses relocating founders, executives, technology professionals and other highly skilled personnel to Cyprus.

The framework forms part of Cyprus’s strategy for attracting international businesses and talent.

This guide from Dionysiou Legal explains the principal requirements in 2026.

What Is a Company with Foreign Interests?

A Company with Foreign Interests is an eligible business registered in the relevant government register that satisfies the applicable criteria.

Registration provides access to a simplified framework for employing qualifying third-country nationals in Cyprus.

It should not be confused with simply incorporating an ordinary Cyprus company.

A Cyprus company must satisfy the relevant eligibility criteria and complete the registration process before it can benefit from the framework.

Which Companies Can Qualify?

Different categories of businesses can potentially qualify.

A key route concerns companies where the required level of share ownership is held by third-country nationals.

Under the current framework, companies in which third-country nationals collectively hold a majority interest of more than 50% can fall within the qualifying criteria, subject to the remaining requirements.

Other categories may also qualify under the government framework.

The company’s ownership and activities should therefore be reviewed before an application is prepared.

Why Register as a Company with Foreign Interests?

One of the main benefits is access to the framework for employing skilled workers from outside the EU.

This can be particularly valuable for:

  • technology companies;
  • software businesses;
  • international service companies;
  • fintech businesses;
  • consulting firms;
  • multinational groups;
  • startups;
  • holding and operational structures with genuine Cyprus activity; and
  • businesses relocating management or specialist personnel.

For qualifying highly paid employees, the policy removes the general maximum quota for foreign staff and does not require the ordinary labour-market test applicable to some other employment categories.

€2,500 Minimum Salary

Under the current rules, a third-country national employed in the highly paid employment category must generally receive a minimum gross monthly salary of €2,500.

The employee must also have either:

  • relevant academic qualifications; or
  • at least two years of relevant experience for the position.

The current strategy also requires an employment contract of at least two years’ duration, even where the initial residence permit application concerns a shorter period.

Can Directors and Shareholders Be Employed?

Company ownership and employment are separate questions, but qualifying individuals connected with the business may potentially be employed where the applicable conditions are satisfied.

The government’s business guidance specifically recognises that third-country nationals, including directors, shareholders and UBOs, can be employed provided the relevant criteria are met.

The immigration structure should therefore be planned alongside the company’s corporate structure.

Registration Process

An eligible company applies electronically through the Business Support Center.

The application requires information about matters such as:

  • the company’s profile;
  • business activities;
  • existing staff;
  • expertise of the skilled personnel it intends to recruit;
  • proposed activities; and
  • future expansion plans.

Supporting corporate documentation must also be submitted.

According to current government guidance, where an application is eligible and duly completed, registration in the Register of Companies with Foreign Interests should be completed within no more than 10 business days.

Registration Is Only the First Stage

Registering the company does not itself give a foreign employee the right to work in Cyprus.

The relevant third-country national must obtain the appropriate temporary residence and employment permit.

The company-registration and employee-immigration processes should therefore be treated as connected but legally separate stages.

Residence and Employment Permit

A qualifying highly paid third-country national can enter Cyprus for employment through the applicable immigration procedure.

After arrival, the individual must complete the necessary registration and obtain the required temporary residence and employment permit.

Applications require supporting documentation, official translations/certifications where applicable and biometric information.

A person should not assume that company ownership alone provides immigration or employment rights.

How Long Can Highly Paid Employees Stay?

Current Migration Department guidance provides that highly paid third-country nationals working for Companies of Foreign Interests may reside in Cyprus without a fixed overall maximum period, provided they continue to hold a valid temporary residence and employment permit.

This makes the framework particularly relevant to international companies establishing a genuine longer-term operation in Cyprus.

Can an Employee Change Employer?

There is also flexibility for qualifying highly paid employees to move between Companies of Foreign Interests.

Current rules permit this in specified circumstances, including where the employee secures qualifying employment with another registered Company with Foreign Interests within the applicable period.

The immigration consequences should be reviewed before changing employment.

Can Family Members Move to Cyprus?

The framework also contains provisions relating to family members of qualifying third-country employees.

Businesses relocating senior personnel should therefore consider immigration planning for the employee’s family alongside the employment permit itself.

The precise procedure depends on the family member and circumstances.

Company Registration vs Tax Residency

Registration as a Company with Foreign Interests is primarily relevant to the business/immigration framework.

It should not be confused with the rules governing Cyprus corporate tax residency.

Likewise, an employee obtaining a Cyprus residence and employment permit does not automatically determine every aspect of that individual’s personal tax position.

Corporate, immigration and tax matters should therefore be considered separately but coordinated where appropriate.
