Caribbean Citizenship by Investment: The Education Benefit Most Families Overlook

When families compare Caribbean Citizenship by Investment (CBI) programmes, the conversation almost always centres on the same handful of factors: minimum investment, processing time, visa-free travel, and tax treatment. What gets far less attention, and deserves much more, is education. Five Caribbean nations currently offer citizenship by investment: Grenada, Antigua and Barbuda, Dominica, St Kitts and Nevis, and St Lucia. Between them sits a genuinely strong cluster of internationally accredited universities, several of which offer direct, citizenship-linked tuition benefits that can be worth tens of thousands of dollars per child, on top of everything else a second passport already provides.

For clients with school-age children, particularly those considering a future in medicine, veterinary science, or another health profession, this can be one of the single most valuable and underused benefits of Caribbean citizenship.

Why a Caribbean Passport Makes Sense Beyond Education

Before getting to the universities, it’s worth recapping why Caribbean CBI programmes are attractive in the first place, since the education angle sits on top of, not instead of, these core benefits:

• Global mobility. All five programmes offer visa-free or visa-on-arrival access to 140 or more countries, including the UK and the Schengen Area, and citizenship is granted for life and can pass to future generations.
• Tax efficiency. None of the five countries taxes non-resident citizens on foreign-sourced income, and none imposes wealth, inheritance, or capital gains tax at the national level.
• Family inclusion. Programmes vary, but most allow spouses, children (often up to age 30), and in many cases parents, grandparents, and siblings to be included on a single application.
• No residency requirement to apply. With the exception of programme-specific minor stay requirements (for example, Antigua and Barbuda’s five days over five years for passport renewal), applicants generally do not need to visit or live in the country during the application process.
• CARICOM rights. This is the detail most relevant to education. All five CBI countries are full members of CARICOM (the Caribbean Community), and CARICOM membership grants citizens the right to live, work, and study across all 15 member states, without needing a separate visa or work permit. In practice, this means a citizen of any one of these five countries already has study rights across the wider Caribbean region, not just their country of citizenship.

With that context, here is where the real educational value lies, country by country.

Grenada: St. George’s University

Grenada is home to St. George’s University (SGU), widely regarded as the leading university in the Caribbean CBI region. SGU spans four schools (Medicine, Veterinary Medicine, Arts and Sciences, and Graduate Studies), places over 800 graduates into US residencies annually across 23 specialties, and is recognised as the largest source of actively licensed physicians in the entire US workforce. Its veterinary school is accredited by the AVMA Council on Education, one of the strongest accreditations available to a Caribbean vet school.

Citizenship benefit: through the Grenadian Partnership Award, resident Grenadian citizens matriculating into an undergraduate degree programme receive a tuition reduction of up to 90%, automatically reviewed based on citizenship and financial need. Citizens also qualify for the CARICOM-wide Caribbean Undergraduate Scholarship Program (CUSP), a 65% tuition reduction available from year one. In practice, this makes a globally respected pathway into medicine or veterinary science dramatically more affordable for Grenadian citizen families than for international students paying full tuition.

Antigua and Barbuda: UWI Five Islands Campus and AUA College of Medicine

Antigua and Barbuda offers something genuinely distinctive: an education benefit built directly into the citizenship investment itself, rather than a separate discount applied for afterward.

• University of the West Indies (UWI) Fund. This is one of four official CBI investment routes in Antigua and Barbuda. A contribution of $260,000 (inclusive of processing fees) covers a family of six or more, and entitles one family member to a full year of tuition-only study at any UWI campus, including UWI’s own Five Islands campus in Antigua, opened in 2019, or its longer-established campuses in Jamaica, Barbados, and Trinidad. UWI itself, founded in 1948, is consistently ranked among the top universities in the English-speaking Caribbean and sits in the top 2% of universities worldwide by Times Higher Education.
• American University of Antigua (AUA) College of Medicine. A US-accredited medical school whose graduates are licensed to practise in all 50 US states, making it a strong alternative to SGU for families focused specifically on a US-facing medical career.

A note worth flagging to clients: a US Presidential Proclamation effective January 1, 2026 restricts new US B-1/B-2 tourist, F and M student, and J exchange visitor visas for Antigua and Barbuda nationals (existing valid visas are unaffected). This is a live, evolving situation tied to US scrutiny of CBI-linked citizenship, and it’s worth discussing directly with clients whose children may eventually want to study in the United States itself, as distinct from studying in Antigua under CARICOM or UWI arrangements.

Dominica: All Saints University School of Medicine

Dominica’s leading option is All Saints University School of Medicine in Roseau, a globally accredited school offering 4- and 5-year MD tracks, a BSc in Nursing, and a PhD in life sciences with a focus on immunology. It draws students from more than 35 countries and, while it doesn’t carry the international reputation of SGU or AUA, it’s a legitimate, accredited option, particularly strong for nursing-track students.

Dominica does not currently offer a dedicated CBI-linked tuition benefit comparable to Grenada’s GPA or Antigua’s UWI Fund, so the appeal here is proximity and CARICOM-wide study rights rather than a direct citizenship discount.

St Kitts and Nevis: Ross Vet, UMHS, and Windsor University

St Kitts hosts several institutions, with a wider range of reputations and price points worth being upfront about with clients:

• Ross University School of Veterinary Medicine, a long-established and well-regarded veterinary school.
• University of Medicine and Health Sciences (UMHS), an MD-granting school with strong US and Canada clinical placement pathways and Title IV US federal loan eligibility, though tuition runs higher, at roughly $62,000 per year.
• Windsor University School of Medicine, positioned as the most tuition-affordable MD option in the region (roughly $7,200 per semester for basic sciences), though generally regarded within the industry as a step below the more established “big four” Caribbean medical schools (SGU, AUA, Ross, and Saba).

As with Dominica, St Kitts and Nevis does not currently offer a citizenship-linked tuition discount at these institutions, so the value proposition here is largely about cost-competitive tuition rather than a CBI-specific benefit.

St Lucia: Spartan Health Sciences University

St Lucia’s main option is Spartan Health Sciences University, a smaller, government-chartered medical school. It’s worth knowing this option exists, but it doesn’t carry the reputational weight of SGU or AUA and has had periods of probationary accreditation status historically, so it’s better positioned to clients as a modest, lower-cost option than as a headline selling point.

Putting It Together for Clients

For families where the strength of the education outcome genuinely matters, Grenada and Antigua and Barbuda stand out clearly as the two jurisdictions where citizenship comes with a real, structured educational advantage, not just physical proximity to a Caribbean university. Grenada offers the single strongest university brand in the region alongside a substantial (up to 90%) undergraduate tuition discount.

Antigua and Barbuda offers a built-in scholarship mechanism as part of the citizenship investment itself, plus a second, US-accredited medical school in AUA.

Dominica, St Kitts and Nevis, and St Lucia all host legitimate accredited institutions and, via CARICOM rights, citizens from any of the five countries can study at any of them, which is worth mentioning to clients who may have already chosen one of these jurisdictions for other reasons (cost, speed of processing, family size) but still want to know their children’s education options are open across the whole region, not just their country of citizenship.
