The Bureau of Internal Revenue (BIR) formally launched the 2026 Mindanao Cluster Regional Tax Campaign on February 20, 2026, at the Father Saturnino Urios University (FSUU) Gymnasium in Butuan City, gathering over 2,250 stakeholders from government, business groups, taxpayers, professional organizations, academia, and media across Mindanao.
Hosted by BIR Revenue Region 17 – Caraga Region, led by Regional Director Esmeralda Tabule, the event brought together delegates from Revenue Regions 15 (Zamboanga Peninsula and Tawi-Tawi), 16 (Northern Mindanao), 17 (CARAGA), 18 (South Central Mindanao), and 19 (Davao Region) to reaffirm their shared commitment to compliance, transparency, and stronger revenue generation in support of nation-building.
In her welcome remarks, Regional Director Tabule emphasized the significance of the gathering, stating:
“More than a ceremonial start, this activity serves as a platform for strengthening collaboration among revenue regions, aligning strategies, and reaffirming our role in ensuring that every peso collected translates into tangible benefits for our people and our communities.”
In his keynote address, BIR Commissioner Charlito Martin R. Mendoza underscored his commitment to engaging directly with regional offices and stakeholders, emphasizing his intention to visit every region and personally hear their experiences and realities.
“Reform cannot be shaped only at the National Office. It must reflect the realities of our regions. That is why I am here.”
The Commissioner also underscored the crucial role of provincial officials, governors, city and municipal mayors, and local government officials in expanding taxpayer access and strengthening compliance efforts across Mindanao, emphasizing that national reforms must be supported at the local level.
“But this cannot be a national effort alone… We count on your continued support to help us reach more taxpayers and strengthen compliance at the local level.”
Anchored on this year’s campaign theme, “Mahusay na Serbisyo, Katumbas ng Buwis Mo,” the event demonstrated strong multi-sectoral support for the Bureau’s ongoing reforms, culminating in the signing of a pledge of support by representatives of local governments, industry groups, and professional organizations to strengthen tax compliance and revenue collection across Mindanao.
