The Bureau of Internal Revenue (BIR) in the Philippines has launched two major digital platforms: the Internal Revenue Integrated System – Taxpayer Registration System (IRIS-TRS) and the Online Registration and Update System (ORUS), which became accessible starting October 2, 2025, at 7:00 AM, according to a social media announcement by the BIR Commissioner. These platforms are designed for both internal and external use, marking a significant step in the digital transformation of the country’s tax administration.
IRIS-TRS is primarily aimed at strengthening the BIR’s internal operations, allowing for streamlined processing of taxpayer records, improved monitoring, and enhanced compliance management. ORUS, on the other hand, provides taxpayers and businesses with convenient online access for essential transactions, including registration, updating personal or business information, and the issuance of Taxpayer Identification Numbers (TINs). The system eliminates the need for in-person visits to BIR offices, thereby reducing administrative burdens and expediting processing times.
The rollout aligns with the government’s broader vision of promoting ease of doing business, enhancing data accuracy, and improving voluntary compliance. Taxpayers are encouraged to familiarize themselves with both IRIS-TRS and ORUS to fully leverage their features, ensure accurate tax reporting, and benefit from a more efficient, transparent, and digitally-enabled tax management system.

Can existing taxpayers use ORUS, or is it only for new registrants? Both. Existing taxpayers can use ORUS to update registration details, secure a Registration Seal Badge, or register books of accounts, while new applicants can use it to apply for a TIN and register a business for the first time.
