New 20% Tax in Catalonia for Major Property Holders

Since June 27, 2025, a new tax rate has come into effect under the Transfer Tax and Stamp Duty (ITP & AJD), 20% applicable to large property holders when acquiring homes or entire residential buildings.

What is the purpose of this new tax?

The main goal is to strengthen housing policy and curb speculative activity in the Catalan residential market.

Who is affected?

Large property holders with more than 10 residential units in Catalonia, or more than 1,500 m² built.
Owners with 5 or more homes in high-demand areas.
Purchasers of entire residential buildings (except single-family houses).

Exemptions:

Primary residences are not included.
Those acquiring up to 4 homes in one building for personal or family use (up to second-degree relatives) are excluded, provided they live there for at least 3 years.
Partial transfers prior to June 27, 2025, remain unaffected.

In cases of domain consolidation by onerous title (e.g., death of the usufructuary), the bare owner must pay the tax according to the rate in force at that time.
