With over 20 years of experience in tax law, I coordinate litigation practice and tax law consulting. Since 2017, I have been a teacher at the Faculty of Law, University of Bucharest (fiscal law discipline).
My professional specializations are VAT, tax inspection procedure and national and international structures.
Since 2016, I have had the privilege of being considered one of the best Romanian specialists in tax law, by Chambers and Partners.
My great professional achievements consist in the success rate of over 90% in the appeals and administrative litigation actions formulated for our clients and in the formation of a formidable team of professionals.

I have the honor to set a valuable precedent through the appeals and administrative-fiscal contentious actions formulated for Dobrinescu Dobrev’s clients, in subjects such as the consecration of the principle in dubio contra fiscum, the calculation of the tax prescription period, the exercise of the right to deduct VAT before registration for VAT purposes. reverse charge etc.
In this context, I am the initiator of four tax cases pending before the Court of Justice of the European Union, three of which have already been ruled (C-249/12 Tulica and Plavoșin, C-55/16 EvoBus and C-392/16 Dumitru Marcu), the fourth being being resolved (C-146/21 VB) and I was involved in two infringement proceedings (EU PILOT files) against Romania, all of which concerned VAT issues.
As a lecturer, I am frequently invited to various tax conferences and seminars, and I am the author of numerous articles.
