The Competition Ordinance, Cap. 619 (the Ordinance) came into full force in December 2015, and prohibits three types of conduct, including anti-competitive conduct covered by the first conduct rule, abuse of substantial market power covered by the second conduct rule and mergers in the telecommunications sector covered by the merger rule (collectively, the Competition Rules).
