BIR’s Official Facebook – The Bureau of Internal Revenue (BIR), under Commissioner Charlito Martin R. Mendoza, kicked off its Human Resource Information System (HRIS) project on October 21, 2026, in partnership with CTX Technologies, Inc. The project aims to modernize employee records management and HR processes to provide faster, more reliable, and more transparent services to BIR personnel.
“This HRIS project is close to our hearts. This is for our workforce,” Commissioner Mendoza said, emphasizing the importance of modernizing internal systems alongside the Bureau’s digitalization initiatives for taxpayers. “The history of their service in the Bureau is recorded here. Therefore, we must take care of it and manage it properly.”
The HRIS will consolidate employee records into a unified platform, reduce manual processing, and provide reliable information for personnel management and workforce planning. The project supports two pillars of the BIR DARES reform agenda: Digital and Data Transformation, and Employee Empowerment and Welfare Promotion.
Commissioner Mendoza also recognized Deputy Commissioner Teresita M. Angeles’s longstanding commitment to the HRIS project and said he is determined to see it completed and rolled out.
The project will be implemented in two phases, with rollout targeted for 2027. Commissioner Mendoza directed the project team to maintain clear deliverables, promptly address implementation issues, and develop a secure, robust, adaptable system that can meet the Bureau’s current and future human resource requirements.
