Today, we will look closely at the new crypto license in Saint Lucia.
A crypto license in Saint Lucia is an official permission for Virtual Asset Service Providers (VASPs). It is issued by the government regulator, the Financial Services Regulatory Authority (FSRA). This license allows companies to legally provide cryptocurrency and virtual asset services within the country and globally.
In the business world, Saint Lucia is well-known as a Caribbean country where you can set up a company quickly and do business without a heavy tax burden. This law is managed by the FSRA. This is the same government regulator that supervises banks, insurance companies, and money transfer businesses in Saint Lucia. The regulator spent time preparing the rules, and in 2026, the full crypto license became officially available.

The regulation of crypto activities in Saint Lucia is governed by the Virtual Asset Business Act (VABA) – Act No. 24 of 2022 – as amended by the Virtual Asset Business Regulations, No. 37 of 2025, and other clarifications and comments issued by the Financial Services Regulatory Authority (FSRA).
Depending on its class, a crypto license in Saint Lucia allows companies to engage in the following activities:
Obtaining a license requires establishing a local company, having an office and a representative, implementing a robust platform, as well as policies and procedures for service provision, anti-money laundering and counter-terrorism financing, customer protection, risk assessment, and more. Following a detailed assessment, the FSRA issues a crypto license and oversees the activities of licensees.

The procedures for obtaining a crypto license are very similar no matter where on the map we look. It all starts with setting up a local company. In Saint Lucia, this is an International Business Company (IBC).
The amount of authorized capital depends directly on the company’s planned activities:

In addition to the capital and reserve requirements, the applicant company must maintain a physical presence in Saint Lucia. This means that a local office is required, and the relevant lease agreement must be submitted to the regulator as part of the licensing file.
The company is also expected to meet ongoing reporting and governance standards. In particular, it must prepare and submit audited financial statements on an annual basis. It should also have internal policies and procedures covering customer support, fraud prevention, anti-money laundering controls, and measures aimed at preventing terrorist financing.
Technology infrastructure is another key area of regulatory attention. Before launching its operations, the company must complete an independent IT audit performed by a CISA-certified specialist or another suitably qualified professional. The regulatory regime also requires recurring independent IT and cybersecurity audits to confirm that the company’s systems remain secure, reliable, and compliant over time.

As mentioned above, obtaining a crypto license in Saint Lucia requires the applicant company to comply with a set of regulatory, operational, technical and financial requirements. The licensing process is structured and involves several key stages. Below is a practical overview of how the process usually works, what should be prepared at each stage, and what the applicant may expect during the review.
Step 1: Structuring and incorporation of the company
The first stage involves preparing the corporate and operational structure of the project. This includes reviewing the business model, identifying the appropriate class of license, assessing regulatory and operational risks, and determining how those risks should be mitigated. At this stage, the applicant usually incorporates a local company, opens a bank account with a licensed Saint Lucian bank, arranges a local office, appoints a local representative, prepares the platform for an independent IT audit, and obtains any necessary confirmations or opinions from relevant partners.
Step 2: Preparation and submission of the application to the FSRA
Once the structure is ready, the company proceeds with the preparation of the licensing file. This stage includes drafting and finalising the required policies, procedures and internal frameworks, collecting documents from shareholders, directors and other key persons, completing the Saint Lucia crypto license application form, paying the applicable government fee, and formally submitting the application package to the Financial Services Regulatory Authority.
Step 3: Review of the application by the FSRA
After submission, the FSRA reviews the application, supporting documents, platform, internal policies, key personnel and the overall business model of the applicant. The purpose of this review is to determine whether the company satisfies the legal and regulatory requirements for the requested class of crypto license. During this stage, the regulator may issue additional questions, request clarifications, or ask for supplementary documents. In practice, the review period usually takes around 3 months.
Step 4: Approval of the license and inclusion in the official register
If the regulator is satisfied with the application and the company meets the applicable requirements, the FSRA grants the crypto license according to the relevant license class. The licensed company is then entered into the official register of authorised entities. From that point, the company may legally carry out the approved crypto-related activities and provide services to clients within the scope of its license.
